rippled constantly outputs “NetworkOPs:WRN We are not running on the consensus ledger”

Hi,
I installed rippled reading this https://ripple.com/build/rippled-setup/.
I could start rippled, but it constantly outputs “NetworkOPs:WRN We are not running on the consensus ledger” and”LedgerConsensus:WRN Need consensus ledger xxx” too.
How can I solve this?
[Environment]- CentOS Linux release 7.3.1611- rippled version 0.60.3- Sakura VPS (CPU 3core, RAM 2GB, HDD 200GB)
